Sławomir Lasiecki, leader of the municipal structures of PiS from Kalisz, explained the situation of Gazeta Wyborcza:

Czarnecki hired a company that already at the start of the run hung 10,000 of its banners throughout Wielkopolska. In the countryside, they hung them at the intersections, covered the road signs. He wanted it to be loud and loud.

In view of the situation, the manager of the Regional Road Administration in Ostrów Wielkopolski Piotr Sniegowski commissioned an investigation procedure, which confirmed that the PiS election committee did not request approval to suspend banners. The organization has received instructions and information that staff members may apply for approval to be granted. Nevertheless, it did not.

In addition, the Ostrowski region Road Administration received a letter in which it was requested to prove that the representatives of the Law and Justice Office were the ones who hanged the banners. In response, the board imposed a punishment of nearly PLN 100 thousand.

The manager in his interview with the Electoral Gazette did not cover his amazement:

In return, we received unusual explanations that indicated that we were expected to prove to them that they were the ones who put up the banners. – he said. – After consulting the lawyers, we agreed that we don't gotta wonder who hung the posters, but whose property it is. so decisions were made and penalties were charged to the committee for hanging banners without the required permission.

The bailiff took over.

Thanks to the region councilwoman KO Margaret Urbaniak managed to punish and enforce the imposed punishment. The bailiff recovered half the amount and the remainder voluntarily paid the PiS staff. Urbaniak commented on the case, calling Ryszard Czarnecki a "combinator and a smartass".

Councilwoman KO noted that this was the first specified case in the country following the fresh elections to the European Parliament, and the situation was urgent because, under the law, the election committees close 60 days after the study was submitted. The problem here was to shift work from the election committee to the party, even though the organization forms the election committee and it must in its budget supply for funds to pay the penalties for irregularities committed by candidates.

Here, too, the question of officials who could respond faster but did not. Many of them complained about Czarnecki's actions, but even erstwhile Urbaniak intervened, they had any resistance. any of them feared that possibly the Law and Justice would return to power, and that would have consequences for them.
