Human Rights Watch (HRW), a human rights defender, stated in a published study that Russia and Ukraine should quit the usage of cluster ammunition and the United States "should not supply it to any state." Since the beginning of Russia's invasion of Ukraine in February 2022, both sides have already reached for this kind of ammunition, says HRW.
