China and the World
After the Chinese fresh Year, and as of the beginning of February, the Chinese diplomatic offensive began, with an different in view of the last fewer years of intensity.
Cambodia
From 9 to 11 February, the authoritative visit to China was made by the Prime Minister of the Kingdom of Cambodia Hun Sen.

During this visit, the Cambodian Minister of Tourism announced the introduction of a programme for Chinese tourists, allowing them to make any payments made during their stay in Cambodia and made with credit cards or mobile payments utilizing Chinese yuan (RMB).1
This is, of course, a decision to attract even more Chinese tourists to Cambodia, which another Southeast Asian countries are besides seeking (e.g. Thailand has abolished all wellness and visa restrictions for Chinese citizens).
I visited Cambodia respective times. That is why I am intrigued by how the Cambodian government intends to effectively implement this programme, since in Cambodia tourists are required to pay in US dollars alternatively than in local currency (Kambodian riel)2.
During the gathering of Prime Minister Hun Sena with representatives of the Chinese authorities, declarations of "iron friendship" were made between the 2 countries and a strengthening of comprehensive cooperation was announced. 10 cooperation agreements and joint projects were besides signed in the fields of agriculture, infrastructure, trade, energy and safety (in military default).3
Plans were formalised to further make the coastal state of Sihanoukville as a multifunctional economical region where Chinese companies are investors4, the China-Cambodia improvement Cooperation (2023-2025) task was extended for the following years, and agreements were signed on infrastructure projects (roads and highways, airports), Cambodia has embarked on the China-Laos-Thailand railway line task for respective years5.
Of course, it has not been without a declaration confirming that Taiwan is an integral part of China and, consequently, that any problems concerning this region are an interior substance for the State of the mediate East.

4 In Sihanoukville, the provincial capital, there is simply a tiny naval base modernized by China, an economical region created and managed by Chinese companies and an expansion by Chinese companies tourist base (hotels, as well as many casinos). The state has been called "Little China" for respective years.
5 The China-Laos episode was commissioned, as we informed HERE.
Iran-China old friends
Another leader who visited China in February (14-16.02.) was Iran's president Ebrahim Raisim. He was accepted in the highest honors. Ebrahim Raisim, for example, received a doctorate honoris causa The University of Beijing, he was given much time personally in central tv and leading media, to which he gave respective interviews.1
This was the first visit of the Iranian president to China in 20 years. It is another confirmation of the improvement of relations between the 2 countries.
The Communication summarizing the visit of the Prime Minister of Iran to China underlines that both countries are against the application of sanctions in global policy as a form of resolving disputes between countries.2
China stressed that the 2 countries had a “traditional friendship” and that their bilateral relations “toughly attempted to change global agreements”. China will advance the solution to Iran's atomic issue.
Iran will join the Shanghai Cooperation Organisation and BRICS this year3.
During president Ebrahim Raisim's visit to Beijing, a number of detailed cooperation agreements on energy, transport, agriculture, trade and investment were signed. All these agreements were concluded on the basis of an agreement on ‘strategic cooperation’ between China and Iran whereby the PRC undertook to invest USD 400 billion in Iran over a period of 25 years.

3 The Shanghai Cooperation Organisation was formed on the basis of the alleged Shanghai Friday in 2001. The organization is simply a political alliance of states that focus their objectives on security, stableness and economical and geopolitical cooperation in Central, North and east Asia. Recently, this organization has besides attracted the attention of countries outside Asia. The members of the organization are China, Russia, India, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan and Uzbekistan. The observers are Azerbaijan, Armenia, Cambodia, Nepal, Turkey, Sri Lanka, Afghanistan, Belarus and Mongolia.
The organization was created on the initiative of China.
BRICS An organization set up at the initiative of China in 2006, whose members were Brazil, Russia, India, China and South Africa, at the time the 5 fastest increasing emerging economies. fresh members of BRICS will become countries specified as Argentina and Iran. The queue of countries curious in entering this agreement (mainly of an economical nature) began to increase rapidly. And there were countries like Egypt or Mexico.
Wang Yi (14-22.02.): France, Italy, Munich safety Conference, Hungary and Russia.1
At the beginning of his diplomatic journey to Europe Wang Yi visited France and Italy. In both cases, ‘business as user’.
French MFA chief Catherine Colonna said that France attaches importance to relations with China and believes that it is very crucial for France and China to strengthen strategical dialogue. In the face of an increasingly complex global situation, both countries should work together to stabilise and balance, respect multilateralism, defy block confrontation and avoid divisions.
Wang Yi stated that China has always considered France a precedence partner and is ready to further strengthen high-level exchange, open fresh perspectives, give fresh impetus to China-EU relations and contribute more to promoting global cooperation and addressing global challenges2.
The position on Taiwan is clear. France advocates 1 China, is against the island's quest for independence.
With respect to the war in Ukraine, Wang Yi stressed that China adhered to an nonsubjective and just position, they were always active in peace and promoting negotiations. China, attaching large importance to the position of the French power, would like the full global community to join together with France to find a political solution to the conflict as shortly as possible, to bring about a ceasefire and then to end the war in Ukraine.

Wang Yi spoke in Italy in the same tone. Here Wang Yi met with president Sergio Matarella and members of the Italian government.
Wanga Yi's next destination was Munich safety Conference3.
Mr Wang made it clear in plenary4 Among others:
- The coronavirus epidemic experienced by the planet over the last 3 years proves that we are all members of a global village and belong to a community before which the common future lies. Global society cannot return to the old way of confrontation, division into camps, nor must it fall into the trap of a zero-sum game or armed conflict.
- for the planet to be safer, everyone should respect the sovereignty, territorial integrity of each country, search a peaceful settlement of disputes through dialog and negotiations. The objectives and principles of the Charter of the United Nations should be restored and the key function of improvement for the future of humanity should be stressed.
- on the conflict in Ukraine, China “did not stand idly, nor did it put oil on the fire.” However, there are any forces that seemingly do not want negotiations to take place that could be a success that do not want the war in Ukraine to end quickly." He proposed that everyone who remained calm should start thinking, especially friends in Europe, about what efforts can be made to halt this war.
- China will present a paper on the Ukraine crisis stating that the territorial integrity of all countries must be strictly respected5.
- there are only 1 China, which does not mean that military intervention on Taiwan is inevitable. But all Taiwanese “independence forces” are a threat to peace. China warns against helping these forces, as well as those who want to teardrop Taiwan distant from China.
Wang's Munich manager besides took part in a press conference, during which he criticised the U.S. for, as he said, "balloon hysteria" very strongly. The consequence of the American administration was, according to Wang, to show America's weakness. Wang besides criticized the US for sanctions against Russia and supplying arms to Ukraine.
Within 2 days of the Munich conference Wang Yi held many bilateral meetings, including with the Secretary of State USA Mr Blinken and Minister for abroad Affairs Ukraine D. Kuleba.6
Information on both of these meetings is very low.
Meeting with US Secretary of State It took about 50 minutes. It was informal at the request of the American side.
Anthony Blinken was about to make a strong message that in the future there could not be a balloon incidental that violated the airspace of the United States.7. He warned the Chinese side of the consequences threatening Russia's military support in the war against Ukraine. He stressed that Washington is not pursuing a “new Cold War”.
Wang Yi was to deny the American denunciations about China's military aid to Russia. He said that the American side should change course and repair the harm caused by the excessive usage of force in Chinese-American relations. In order to keep a unchangeable situation in the Taiwan Strait, the “independence of Taiwan” must be powerfully opposed and the rule of 1 China must be respected. The American side should respect historical facts, honor its political commitments that they should implement. The verbal declarations of non-supporting Taiwan's “independence” not supported by actions are of no value.
More general information is published in the summary of the gathering of manager Wang Yi with abroad Minister Ukraine Dmitro Kuleba8.
The Chinese side appreciates Ukraine's position on 1 China. On the conflict in Ukraine, China has always stood on the side of peace and dialogue, and has always advocated the expression of negotiations and talks. They do not want the Ukrainian crisis to extend and extend. They are willing to work with the global community to avoid further deterioration and to prosecute peace.
Minister Kułeba pointed out that Ukraine and China have maintained continuous communication over the past year. Ukraine, like no another country in Europe, does not want peace as shortly as possible. Ukraine attaches importance to China's global position and influence, to its position on the political solution to the crisis, and expects them to proceed to play a constructive function on the way to restoring peace.
China – Hungary: 2 nephews...
Another halt on Wang Yi's European journey to Europe was Hungary9. Here Wang Yi met Prime Minister Orban and abroad Minister Szijjártó. The talks focused on political and economical cooperation.
Wang Yi stated at the time of the visit that although China and Hungary differed even between the state and population, both countries always respected, understood and trusted each other, and relations between the 2 countries became a model of global relations. Both sides should proceed to strengthen cooperation within the Belt and way initiative (chin. 一带一路). China, for its part, appreciates Hungary's active support for the improvement of Chinese-EU relations, and Hungary's policy is not only in the interests of Chinese and Hungarians, but besides in the long-term interests of Europe.
End station: Russia
However, most attention from Chinese and abroad media attracted the final phase of Wang Yi's European journey, i.e. Russia. Indeed, this visit did not bring much more than PR. The date of the visit of China's most crucial diplomat to Moscow coincided with the anniversary of the war in Ukraine. most likely random, but symbolically.
Wang Yi's visit to Russia lasted 2 days. On the first day, as part of a gathering of the Chinese-Russian safety strategical Consultation Mechanism, Wang met with Nikolai Petruszew, Secretary of the Russian safety Council and trusted president Putin. On the second day with the Minister of abroad Affairs of the Russian Federation, Sergei Lavrow, and with president Vladimir Putin.
From the summary messages, these meetings have the same message:
- The "Chinese-Russian Comprehensive strategical Partnership on Coordination in the fresh Era" is inactive in place and functioning at a advanced level. In the face of a profoundly changing global situation, China and Russia hold a strategical determination (in the pursuit of their own interests) to build a multipolar world, to advocate and practice actual multilateralism, to argue all forms of unilateral action (sic!) and intimidation (sic!!). At the same time, they defend the sovereignty, safety and improvement interests of their countries, actively seeking their own improvement paths adapted to their circumstances. No substance how the global situation changes, China is willing to keep the current trend of developing a "new kind of relation with Russia"10.
- China is ready to cooperate with Russia to coordinate high-level exchanges, resume dialog and cooperation mechanisms and advance greater improvement of bilateral relations. The historical work of both countries is besides to strengthen coordination and cooperation with China internationally, to powerfully support each another in matters concerning the fundamental interests of the another and to advance the improvement of global order in a more open, reasonable and fair direction.
- The current global situation is complex and serious, but the Chinese-Russian relations have a strong test, they are mature, durable and stable. Crisises are growing, chaos is exacerbated, but these negative phenomena coexist with opportunities that can be exploited. China is ready to work with Russia to enhance common political confidence, strengthen strategical coordination, extend pragmatic cooperation, defend legitimate interests of both countries and play a constructive function in promoting peace and improvement worldwide.
- Russian-Chinese relations are moving towards their goals, bilateral cooperation in different fields and organisations is bearing fruit, and strengthening solidarity and cooperation in global matters is of large importance in promoting democracy in these relations, and balance and stability. The relations between the Russian Federation and China are not directed against 3rd countries but at the same time are not under force from 3rd countries.
- Both parties agreed to proceed to strengthen cooperation within the UN and another global multilateral mechanisms, to jointly defend the objectives and principles of the United Nations Charter (sic!) and to powerfully argue the hegemonism and confrontation of blocks (military, political).
During the meetings, as informed, an in-depth exchange of views on Ukraine issues was besides conducted. Wang Yi expressed his thanks for the Russian party's confirmation of readiness to address the problem through dialog and negotiations. He stressed that the more complicated the situation is, the more efforts to resolve the causes of disputes peacefully must not be abandoned. All parties should overcome difficulties, make conditions for dialog and negotiation and find effective ways to accomplish political solutions. China will keep an nonsubjective and impartial position in this conflict and play a constructive function in resolving the crisis between Russia and Ukraine.
On the occasion of this visit, hopes were already officially expressed for the visit of president Chin Xi JinPing to Moscow, which is expected to take place in April or May this year.
Travel conclusions:
- China consulted its plan to resolve the Russian-Ukrainian conflict through peace talks, presenting itself as the main negotiator who truly wants to bring peace;
- China has presented its unequivocally other position towards US policies and actions (including sanctions against Chinese companies, Taiwan issues, the "balloon scandal", yet the war in Ukraine)
- China is looking for an chance to reset its relations with the European Union, return to average relations with the Union, based mainly on economical exchanges, but at the same time research whether they will find among EU members supporters willing to agree to China's position on global issues (from peace in Ukraine to sanctions against Chinese companies);
- On all occasion, China stressed the importance of the rule of 1 China and objected to attempts to interfere in its interior affairs by 3rd countries, which openly warned against the consequences. Taiwan will return to its matrix on a peaceful path, and this process can only disrupt external forces, acting intently to lead to conflict.
- In each of his speeches, Wang Yi repeated as a mantra China's authoritative position on Taiwan, Ukraine's peace, United States' actions violating the principles of global policy and economical cooperation, as well as China's beginning up to the multipolar world.

Beijing safety Conference?
Meanwhile, on February 21, 2023 the Forum Lanting (chin. 蓝厅论坛) was held in Beijing under the slogan “The Global safety Initiative: China’s Proposal for Solving safety Challenges” (Global safety Initiative: China’s Proposal for safety Problems).
The beginning speech was given by the Chinese abroad Minister Qin Gang. The minister's speech included specified statements:
- China is “deeply concerned” about the escalation of the conflict in Ukraine and the anticipation of getting out of control;
- Conflict-sustaining countries shall be called upon to halt these activities immediately;
- The Central State is powerfully against any form of hegemony and against any abroad interference in the Chinese case;
- China has always played a constructive function on the global phase by following the principles of global governance, convincing peace and promoting dialogue. erstwhile China is on the side of peace, the United States is on the side of war: they supply weapons and encourage escalation of armed action alternatively than negotiations. The United States should advance a political solution to the crisis alternatively of adding oil to the fire and taking advantage of an chance to do unethical business;
- The Chinese-Russian Comprehensive strategical Partnership is based on non-engagement, non-confrontation, non-attacking 3rd parties, as a consequence of sovereign decisions by 2 sovereign states. There is no place for the United States pointing a finger, or even forcing what form of Chinese-Russian relations is expected to be.
- The American side has no right to give orders to the Chinese side. The United States dictatorship, no coercion or sanctions, will never be accepted. Minister Qin Gang urged the US to return to partnership dialogue, respect for the rights of both parties, including the right to independent development.
The speech of the speech of the fresh abroad Minister of the PRC was unconciliatory but unambiguous.

2 The Forum is to advance the Global safety Initiative proposed by president Xi JinPing in April 2022. It took place in “accidentally” just after the Munich safety Conference.
3 In establishing the Global safety Initiative, it advocates a spirit of solidarity to adapt to profoundly changing global conditions. It seeks to destruct the root causes of conflicts, improve global safety management and advance global cooperation. The nonsubjective is to guarantee greater stableness and certainty in turbulent and changing times. It aims to accomplish lasting peace and improvement in the world.
Why do I compose so widely about this diplomatic offensive? For we are witnessing decisive steps towards building a bipolar world, not a mulitpolar world. A fresh global order is emerging. individual might say it's initiating a fresh Cold War with Chinese characteristics, erecting a fresh wall. Maybe. 1 is the United States, Europe, and the another is China, Russia, the developing countries of Asia, Africa, the mediate East, Latin America. Both sides stand by their conflicting narratives. The way to cooling down the temperature of relations and reducing tensions through dialog seems far away.
There is no knowing or knowing of each other. There are only empty declarations coming from both sides.
In the margins
On the occasion of the events mentioned above, we could see how frequently Western media usage abroad materials, not subject to any verification, even on basic issues. The majority of agencies and the Western media informed Wang Yi of the successive stages of the European voyage named him Minister of abroad Affairs of the PRC. Who Wang Yi hasn't been around for months.
As of January 1, 2023, Wang Yi has been the manager of the abroad Affairs Department of the Central Committee of the KPCH (中国共产党中央委员会外事工作委员会办公室) and a associate of the Political Bureau of the KC KPC (中共中央政治局委员)1. He has been president Xi's trusted since he took power in 2012. The minister of abroad affairs of the PRC is Qin Gang, medially small inactive exposed, as if in Wang's shadow.
Why specified widespread ignorance of the change in positions in the PRC? possibly due to any awkwardness. Heads of European administration and typical of the US authorities spoke in Europe to a typical of the Chinese party, not the Chinese government. This totally contradicts the Western media communicative of evil communists from China. It would besides mean that all these administrations recognise, however, that the organization and China are one.
However, I fear that this "inaccuracy" is due to the Ctrl+C / Ctrl+V mechanism, which forms the basis for the operation of today's media, where there is no place or time not only for verification of "who is who", but even for average editorial work. This 1 will be taken over by a strategy based on artificial intelligence. Intelligence will stay artificial, infidelity will flourish even more beautifully.
