As many as 64 companies submitted a request this year for entry on the alleged pre-qualification list for contractors of construction works. It will be the choice of the entities that will build infrastructure for US troops stationed in Poland in 2027. By 2039, the Polish side will carry out 115 projects for US armed forces worth about $5–6 billion.

According to Polish-American intergovernmental enhanced defence cooperation agreement EDCA The Polish side undertook to supply the American infrastructure to be stationed in our country. This has been associated with the implementation of many investments for US troops in Poland since 2021. – The Polish side is liable for the design, construction and management of projects under the “Infrastructure provided by Poland” programme, with all requirements of the United States, including operational requirements, must be met in the implementation of the investment,” said Colonel Piotr Płuciennik, spokesperson for the Armed Forces Support Inspectorate. It is the investors under this inspectorate who are liable for selecting contractors and implementing investments for the US Armed Forces.
Applicants shall carry out a two-step verification each year. Its first phase is to get construction companies curious in American contracts on the alleged pre-qualification list. Another regional infrastructure board or an airport division under the Armed Forces Support Inspectorate is liable for accepting applications in this case each year. This year the 12th Regional Airport Branch in Warsaw was liable for the first recruitment.
Companies had until the end of May to submit applications for entry on the pre-qualification list. As many as 64 entities reported. They are looking for entities that have already built akin objects. possible contractors should “identify” at least 2 realised constructions over the last 5 years with a value of more than $6 million (PLN 22 million) each or carry out at least 1 contract during that period, the value of which exceeded $18 million (over PLN 66 million). Experience in the implementation of investments specified as fuel storage, medical facilities or airports is welcome. – After analysing applications, the contracting entity, i.e. a military investor, will address bid inquiries regarding a peculiar investment to at least 5 companies selected from the pre-qualification list. Then, on the basis of the criteria adopted, including experience and price, the procedure for selecting the most advantageous offer is carried out – explains Colonel Płuciennik. The winning companies will be able to start implementing the contract in 2027.
The EDCA agreement signed in 2020 between the United States Government and Poland provides for 115 projects located in 12 locations. These include barracks for about 10,000 American soldiers stationed in our country, training facilities, ammunition warehouses, expansion of air bases and training camps. The full value of these investments is estimated at $5–6 billion. More than a billion dollars have already been spent to meet the commitments of EDCA, or over PLN 3.5 billion.
The military and companies started 55 investments and 4 of them were completed: 2 in Air Base in Powidz, 1 on the ground in Drawsk Pomerania and Świętszów. 51 projects are implemented. As promised in January Maj. Gen. Dariusz Mendrala, Head of the Armed Forces Support Inspectorate, another 4 tasks will be launched this year and PLN 735 million will be planned to finance the construction of facilities for U.S. Defence Ministry units.

Poznań – office of Elevated Command of the 5th US Corps
Powid – air office of the combat brigade, combat battalion logistical support and peculiar forces facility
Żagań, Świętoszów, Trzebień, Trąż, Toruń – location of the Armoured Brigade Combat Group
Wrocław-Strachowice – United States Air Force Air Cargo and Discharge Base (Krakow-Balice, Katowice-Pyrzowice)
Drawsko Pomorskie – Combat Training Center for usage by the Armed Forces of the Republic of Poland and the United States Armed Forces
Mirosłowiec – base of the squadron of remote-controlled aircraft of the United States Air Force
Lubliniec – peculiar forces facilities
Biedrusko – equipment handling facility and parking lot for Extant Command of the 5th US Corps
