Changes in the RTV subscription. Will it be added to the tax?! What is 2024

We have late discussed the initiative of Mr Bogdan Zdrojewski, who has proposed a fresh model of the subscription fee for radio and tv as president of the Sejm's cultural committee. The “Fact” diary contacted the policy, seeking more detailed information on this solution. According to preliminary assumptions, subscription it would be added to the tax, which would mean its widespread usage among taxation payers. The approximate amounts of this fee have already been released.

Bogdan Zdrojewski is presently 1 of the key figures oriented on this issue. He took the position of president of the Committee on Culture and Media, whose scope covers matters relating to television, radio and press, and so issues related to the media subscription fee. His engagement in this field points to the expanding importance attached to the revision of the media service charging system.

Current regulation requires payment subscription for having a radio or television, even if individual uses a tv exclusively for entertainment, specified as playing video games or watching content on VOD platforms. The fee is charged only for the possession of a reception device, regardless of the actual usage of radio or tv services. Moreover, the amounts to be paid are significant. The fee for the radio is PLN 104.40, while for the tv (including the radio receiver) the amount reaches PLN 327.60. This burden applies to both companies and individuals.

This bill does not take into account the actual usage of equipment, which means that even if individual does not usage conventional media, they must pay these fees. This creates any imbalance between charges and the actual usage of radio and tv services, which leads to a more equitable solution.

Mr Bogdan Zdrojewski has for a long time criticised the subscription fee, considering it unfair and outdated. In an interview with the diary “legartis”, he presented 2 proposals to address this problem.

The first plan involves the full abolition of the subscription, which would mean the transition of all public tv and radio to backing from the state budget.

The second script envisages charging straight from citizens' portfolios, but not exceeding PLN 9 per year (i.e. 0.75 cents per month). This charge would not be universal, it would be charged to residential addresses or economical operators.

It is not yet clear which of these plans will be selected, but Mr Zdrojewski points out that the current state of affairs is not sustainable and that action is needed.
