Spain has asked the European Commission for extraordinary backing for Ceuta following the July migration wave. Brussels is expected to measure the proposal rapidly and there are inactive thousands of people who have entered irregularly. The stakes are simple: EU borders prove to be at the expense of taxpayers again.
Request for money from Brussels
Spain has made a formal request to the European Commission for financial assistance to Ceuta. According to Bankier.plCommissioner Markus Lammert announced in Brussels that the case should be dealt with rapidly and that the Commission is ready to supply support. By El País coverage emergency financing related to border protection, safety infrastructure and reception capacity of migrants, including unaccompanied minors.
This is simply a applicable test of the full EU migration policy. Brussels has built for years the language of solidarity, relocation and procedures, but erstwhile real force arises at the border, the bill goes to the associate State and then to the common register. For Poland, the proposal is clear: who loses control of the border, it rapidly loses control of the budget, safety and political decision.
Ceuta pays for a weak border
Ceuta, a Spanish enclave in North Africa, has been under strong migration force since the end of July. Euronews reported that hundreds of underage girls reached the city during the 30 and 31 July wave, and by 18 August the Spanish police identified 2168 minors transferred to Ceuta. The Spanish government of Pedro Sánchez found itself between the request to return to Morocco, the protection of minors and the revolt of any regions that do not want to take on the effects of Madrid's decision. The Commission talks about return but finances the crisis

The same pact in Poland raises opposition, due to the fact that solidarity mechanisms are easy becoming pressures on countries that over the years have better observed their borders. Spain has already strengthened the border in Ceuta, but today's proposal shows that infrastructure alone is not adequate erstwhile policy sends contradictory signals.
Lesson for Poland
For Poles, the origin of Ceuta is not an exotic image from the south of Europe. It's a warning. Sovereignty starts with the border, due to the fact that without it the state loses its right to decide who enters, who stays and who pays.
