The Council of Ministers adopted the draft budget for 2027 on 28 August: over PLN 1 billion were saved for the Chancellery of the Sejm, PLN 310.2 million for the Chancellery of the Senate, PLN 359,48 million for the Chancellery of the president and PLN 642,9 million for the Chancellery of the Sejm. It's a plan that can inactive change parliament, but the bill will yet be paid by taxpayers.
The most crucial offices number hundreds of millions
The draft budget for 2027 shows the scale of the central costs of the state institutions. More than PLN 1 billion have been saved for the Chancellery of the Sejm, PLN 310.2 million for the Chancellery of the Senate, and the full expenditure on the service of parliament is expected to be around PLN 1.3 billion. The President's office is to receive PLN 359 million 480 thousand. Almost PLN 642.9 million is foreseen for the Chancellery of the Prime Minister.
In the media language, institutions presenting their own financial plans are sometimes called "holy cows". The word is sharp, but it touches on a real systemic problem: the finance minister incorporates their plans into the task on circumstantial terms, and political work for the final amounts passes to Parliament. However, this does not mean that expenditure is out of control. Members and Senators can change them while working on the bill.
IPN, NIK and work inspection
The list of large positions does not end at law firms. The task foresees almost PLN 675 million for the Institute of National Memory and over PLN 549.5 million for the ultimate Audit Chamber. The State Labour Inspection is expected to hold close to PLN 820 million. Almost PLN 125,5 million were enrolled in the National Election Office, and about PLN 97,8 million were enrolled in the Office for individual Data Protection.
The Ombudsman is expected to receive nearly PLN 101.4 million, the Office of the Ombudsman for Children's Rights close to PLN 54.7 million, and the National Broadcasting Council PLN 80.4 million. Each institution shall carry out statutory tasks. However, the name of the office itself does not exempt from the work to show what, in particular, each additional euro will be spent on.
The assessment of measures for IPN requires peculiar consideration. The Polish State is obliged to analyse crimes against the Polish Nation, prosecute perpetrators and defend historical memory. Cutting this activity for an immediate political effect would be a mistake. economical control remains necessary, but it must separate the unnecessary administration from institutions serving the continuity of the state and the fact about Polish history.
Dispute over the budget of the Constitutional Court
The draft does not include the gross and expenditure of the Constitutional Court. Minister of Finance and Economy Andrzej Domański stated that the ministry did not receive a plan effectively adopted and transmitted according to requirements. Deputy Minister Hanna Majszczyk indicated that the paper should be adopted by the General Assembly of the Judges of the Constitutional Tribunal.
The Court rejected this argument. In the communication, he considered the deficiency of backing to be a violation of the law and stated that the president of the Constitutional Tribunal had submitted on 30 July a draft prepared by the manager of the law firm in accordance with many years of practice. Dispute to leave the Court without budget line goes beyond specified accounting. It concerns the boundaries of the executive authority and the continuity of the constitutional body of the State.
Big budget and even bigger deficit
Whole draft state budget for 2027 assumes PLN 977,6 billion of expenditure on revenues of PLN 695 billion. The deficit will not exceed PLN 282.6 billion. The government identifies security, wellness protection and energy investment as priorities. These are areas that must not be neglected. However, the gap between income and expenditure requires much more than liability.
The budget besides includes PLN 17 billion more for health, but in parallel, the state plans taxation changes and immense lending needs. Each PLN 100 million allocated to the organization apparatus must so be compared to the cost of servicing debt, defence needs and the burden borne by the working Poles.
Parliament needs to look at the bill
The state budget is not a competition for the popularity of offices. Law Firms of the Sejm, President, NIK or IPN have different tasks and different systemic meanings. Throwing them into 1 bag makes it easier to catch a headline, but makes it harder to justice honestly. all part, number of jobs, investments and purchases needs to be controlled, respecting the constitutional autonomy of the bodies.
The stakes for Poles are specific. Deficit means debt and debt means future taxes and interest paid from national income. Parliament should reject expenses for the convenience of the apparatus and defend those that strengthen security, control and state memory. Saving without a hierarchy of targets can be blind. Prosperity without disclosure is simply a specified disregard of the taxpayer.
