Contrary to the announcements and hopes of any commentators, Vladimir Putin will not appear on the announced Russian-Ukrainian talks in Istanbul. The Kremlin announced Wednesday evening the composition of a delegation in which there is no president of Russia. It is thus becoming clear that the Turkey gathering will not bring any real breakthrough.
