Journalists “Shh” analysed the papers related to the agreement signed on 8 October 1999 between Russian and Ukrainian Prime Ministers Vladimir Putin and Valeria Pustowojtenko, which afraid the write-off of Naftogaze gas debt to Gazprom, at the time of $275 million, in exchange for Ukraine's handing over strategical weapons including Ch-55 missiles, Tu-160 and Tu-95 strategical bombers, and engines and spare parts for them.
