Big problem with ammunition for Ukraine. The European Union won't hand over a million bullets?

The head of EU diplomacy Josep Borrel is to send a reminder letter to the EU associate States' defence departments on the artillery stocks to mark Ukraine. According to RMF FM, EU ambassadors have not reached a compromise and France is blocking the solution with its attitude. The EU has promised Ukraine 1 million ammunition by the end of the year.
