At the beginning of next year, MON will print the alleged green list, i.e. a list of authorized products, which will be allowed to be utilized in business activities and among which soldiers will be able to choose according to their own preferences.
– The Green List is our thought of what is already working in another armies of the world. Americans, for example, have a blue letter. This is simply a list of equipment checked by the department and allowed for individual acquisition for soldiers. The Green List is information for soldiers and commanders, in which MON indicates products that, after voluntary purchase, soldiers can usage in service activities.
– This is something I frequently meet with, that a soldier has something of his own, but the commander may forbid usage due to the fact that it's not official. So if something is on the green list, it can be utilized officially – indicated Paweł Mateńczuk.
According to MON, soldiers will be able to buy from this list of things, for example, for the alleged uniform, that is, the yearly financial equivalent paid for the uniform and another items of equipment. The thought of the fresh proposal is to make maximum usage of the cognition of soldiers, enthusiasts of the service, which will aid in selecting the right solutions. Soldiers are to be actively active in the process of selecting equipment.
– MON lists tested individual equipment, universal usage and innovative solutions. There's quite a few news at the MSPO. Spreading out the procedures we have, it's something we're starting to think about today, it's only going to soldiers in 1.5–2 years, due to the fact that these are procedures, cognitive tests, buying. And we know how fast things are changing, how the manufacture is moving. The creation of the Green List will begin with the submissions of entrepreneurs curious in placing their products on it, on a peculiar portal. An expert group set up at the Ministry of Defence will direct selected products for investigating to investigation centres, where they will then be authorised. If it is completed positively, the product will be listed. Otherwise, feedback will be sent to the manufacturer, which needs improvement.
– The products on the Green List will be tested in advance according to the criteria indicated by the armed forces, so we are certain that they will be tested by expert groups in the Ministry. So this is simply a tip for soldiers and commanders, what you can buy and is definitely checked – says Paweł Mateńczuk.
As he emphasizes, any maker will be able to enter the list.
– The Polish manufacture will be a priority, but we open the door to everyone. There are frequently large state-owned companies in our world, but there are besides private, smaller companies that cannot break through, and so there will be a cell that can be turned to without person, there will be the anticipation of filling in and sending a simple protocol. The green list may primarily feature individual soldier equipment, tactical glasses, protectors, tactical footwear, tactical belts, gloves, but besides firearm flasks and tiny drones. The first census should be published in early 2026.
Under Operation "Szpej", as reported by MON during MSPO in Kielce, more than 200,000 fresh Kevlar helmets, 100,000 bulletproof and tactical vests, more than 50,000 optoelectronic pieces and more than 1 million uniformed items have already been purchased. Last year, PLN 3 million went to the equipment exchange, and in the next 2 years it will be over PLN 5 billion.
