Head of BBN: Polish manufacture is not keeping up with arms production

The head of the BBN referred to his earlier message from late March on Polsat News, where he alerted that military ammunition stocks can only last for 5 days of intense defensive action. As he explained, the problem concerns mainly older types of weapons, especially the russian ones, to which ammunition is no longer produced.

Weapons modernisation: advancement and challenges

Gen. Łukowski stressed that present dynamic upgrade of the weapon, especially in the artillery area. “In any cases we no longer manufacture ammunition due to the fact that we retreat the equipment” – among others, passing it to Ukraine – Łukowski pointed out in a conversation with PAP. “An entirely different situation occurs erstwhile we introduce a fresh method into the armed forces”.

Russian invasion of Ukraine – as the General notes – changed the way NATO saw the reality of war. The scale of artillery usage in a full-scale conflict was much higher than previously assumed. In this context Poland faces a peculiar challenge.

"The biggest problem at the minute is to supply adequate supplies of 155 mm ammunition, which is simply a standard in NATO, but only appeared in Poland a fewer years ago" Łukowski explains.

The arms industry: besides slow development

As he points out, fast improvement of artillery systems – specified as Haubice Krab or K9 – created a fresh dynamics of expanding military potential, but besides revealed delays on the arms industry. "We are not satisfied with the pace at which ammunition production capacity is built" – he said.

The general noted that the Ministry of Defence has already concluded many ammunition transportation contracts that are under implementation. "The strategy must be dual – both stocks and production capacities must be available" – stressed, pointing out that reliance solely on abroad suppliers is besides risky a strategy.

Time works against Poland?

The head of the NSA besides warned that Military calculations can rapidly become obsolete. "What is present rated as a 30-40-day supply can only be adequate for 10-20 days" – he said, recalling the experience of another NATO armies, including British and German.

"It is not that mistakes have been made, it is that we are going through a deep transformation, and our needs are increasing faster than the pace of industrial response" – he added.

The head of BBN recalled that in late 2023 MON signed an agreement with the Polish Armed Forces Group to supply 300 1000 pieces of ammunition 155 mm, whose implementation is to last until 2029. Still, he thinks it's inactive inadequate consequence to the Army's current needs.

“Turkey and South Korea have been present in Poland for at least 2 years and offer a variety of ammunition production solutions” – he noted. "Until today, however, I have not heard any agreement signed with them, even though everyone emphasizes the importance of own production" He criticized the general.
