B. Ratter: all nation must satisfy its own work and its own production needs

Economic autonomy is 1 but not the only cornerstone on which the political self-reliance must be based. Each nation must have its own adequate social farm; it must, as it is rewarded by nature, satisfy its own work and its own production needs. Without this established basis of material existence, the nation falls into dependence on strangers, becomes their servant, ceases to be the ruler of fate, loses freedom – said Dr. Artur Benis, 1 of 456 Polish engineers, miners, metallurgists, professors, industrialists, builders, directors, owners, bankers, mayors, counsellors, etc., who gathered at the 1917 Industrial Convention made a balance of the past and presented demands for future economical policy - while inactive on the front planet War I fought.

One can be economically strong and politically independent. The local past of Poland provides informative examples. Political independency without economical independency is simply impossible. From this position Poland needs strong industry, as well as agriculture, mining, trade or handicraft. We must prepare ourselves in advance for the tasks of the future, so that, later, erstwhile the country is faced with economical issues of general nature, we have neither lacked material to respond, nor, more importantly, the awareness of the methods and ways that the modern state uses in its quest to accomplish certain economical goals.- Dr. Arthur Benis continued.
More than 100 years have passed, and in the Polish government, neither Poles but servants and abroad people, nor cognition of instructive examples from the past, nor cognition of methods and methods utilized by the modern state.

Conclusions after the lecture by prof. Franciszek Bujak:
-The second Industrial legislature in Krakow sees the steady growth of the population and its fast cultural development, besides in the very large natural wealth strong foundations for the lush and comprehensive improvement of manufacture in Galicia.
-The second Industrial legislature states that only the merger of Galicia into 1 economical area with the full Vistula basin and all Polish lands can guarantee its industrial development.

2) to request the government and parliament through the Polish ellipse to balance insufficient laws on the protection of models and designs in Austria with laws in Germany, providing German manufacture and German “D. In the first moments after the March coup (1917) “The territory council of Polish organizations of aid to the victims of war”, a social organization recruiting from the bravest units started a lively agitation to gather a large rally, to which all the people of Kres from various sides have been seldom visited. At this rally the Executive Committee with Joachim Bartoszewicz was established. This committee aimed at focusing Poles on Russia and giving them a unified direction, and radiating to all provincial cities, towns and manors, created region and commune stations whose main focus was to establish Polish schools and nurseries.
This work included Volyn, Podole and Ukraine, connecting the Poles with a single goal – to merge with the future Poland. Thus, 1 1200 Polish schools were established in our country with 80.000 students and 1.800 teachers, educational and cultural institutions, university college, technological society were created. At 1 convention in Kiev, it was decided to pay voluntary taxes for schools and education: the landowners, 1 ruble from the tenth, the tenants 50 kopecks, the agricultural workers, who did not own the land, offered a percent of the salary, small, tail of the nobility, would besides give 50 kopecks from the tenth; in addition, it was the work of the commissioners to collect a “major” gathering of 30 copies from each Pole, regardless of his age, position and wealth.
