The Ministry of Education conducts a detailed audit in organisations that have received financial support under the Villa Plus programme for the acquisition of real estate. Transactions are being investigated which rise the top doubts and the staff of the ministry guarantee that a crucial proportion of the funds are reimbursed.
According to the information provided by TVN24, the Ministry of Education has concentrated on the analysis of those organisations for which the relevance of the grant is of top concern. "We see various irregularities, shortcomings in the documentation. They thought they would not be subject to control that the situation would continue, especially with the current Minister of Montenegro. They were surprised," said the MEN authoritative to the station journalists.
Controls at the premises of the beneficiaries of the Villa Plus programme, officially known as ‘Development of the infrastructure capacity of entities supporting the education system’, are carried out by an external company. Reports of organisations to complete the clearance of grants by the end of February shall be analysed.
The institutions that received the highest grants are first examined, despite a tiny connection to education. The first phrases have already gone to the ministry. any beneficiaries returned part of the grant even before the start of the audit. The Ministry of Education has already received PLN 1.5 million from the Foundation of the Polish Institute for Social and economical Development, PLN 1 million from the Roman Dmowski and Ignacy Paderewski National Heritage Institute and PLN 500 1000 from the Museum of the Saski Palace in Kutno. The last institution, thanks to money from the ministry, purchased, among others, a copy of the royal bed, historical costumes and travel throne.

The ultimate Chamber of Control (NIK) besides showed that the museum as a cultural institution should not have participated in the competition at all.
The audit includes 10 Controllers primarily focused on the analysis of the 10 most questionable entities receiving funding. According to the findings of TVN24 journalists, among them are the “Dumni of Elbląg” Foundation (2.18 million PLN grants), “Poland’s large Project” Foundation (5 million PLN), the Foundation under Damascus (1 million PLN) from Lublin, the Local Tourist Organisation “Inte-gra” (1 million PLN) and the Volunteer Fire Department in Ostrów Lubelskie (750 1000 PLN).
– All I can say is they're devastating. – said Joanna Mucha, Deputy Education Minister. She besides stressed that if the entities failed to comply, the MEN would search reimbursement.
‘The grants were secured by mortgages on properties that bought foundations. Their representatives besides signed blank notes. In addition to asking for reimbursement with interest, MEN may search contractual penalties, e.g. "in case of rent, leases, real property lending," TVN said24.
