The bill created a legal framework for legalising abortion. The French Constitutional Council in 2001 ruled that abortion refers to the concept of freedom from the Declaration of Human Rights of 1789. The declaration is inactive part of the French constitution.
Guarantee of abortion in the Constitution of France
