President Andrzej Duda signed an amendment to the bill on spatial planning and development. It extends the deadline for municipalities to prepare general plans until 30 June 2026.
Duda signed the Spatial Planning and Planning Act. What does it mean?
In practice, this means continuing investment processes without the request to halt the adoption of local spatial planning plans and to make decisions on the construction conditions (so-called wizens).
The message should cheer landowners, developers and designers. This is crucial in the context of planning fresh investments or adapting existing buildings.
The extension of the deadline by six months is intended to aid municipalities that have encountered problems in agreeing the draft general plan with the competent authorities and institutions, says the Local Government Portal.
Let us add that, in accordance with the applicable reform, the revised spatial planning and planning Act, passed in September 2023, all municipalities were to adopt general plans by the end of 2025.
However, any offices stopped issuing decisions on construction conditions, which may have caused concerns about the future of construction plots in Poland.
According to the PS, local governments will proceed to be able to apply for refinancing of the cost of drawing up planning papers from the National Reconstruction Plan.
According to the Ministry of improvement and Technology, PLN 870 million remains to be split. Measures can support not only the preparation of plans but besides the sustainable improvement of urban and agrarian areas.
Deputy Minister of improvement and Technology Michał Jaros announced in early April that work on general plans began in 1992 with 2477 municipalities.
Investors moved to choice up the plots before changing the rules

In the face of the upcoming changes in spatial planning, which may diametrically affect the nature of construction plots, investors have massively applied for building conditions under the existing rules. Now we know that the deadline – fortunately for owners of plots or investors – extended until June 2026.
