In consequence to prohibitive U.S. tariffs, China first stopped its exports of uncommon earth metals, in which it is almost a monopoly. Now Beijing has introduced export licensing. The procedures are long and complicated, and the number of licenses is limited. This threatens to paralyze the global economy. Europe is betting on its deposits.
