Participation in forced resettlement of civilians from occupied areas Ukraine was the basis for an arrest warrant issued by the global Criminal Court in 2023 for Russian leader Vladimir Putin. The resettlement task concerns, in particular, children deprived of care due to, inter alia, forced separation from their loved ones or their death. In Russia, these children are subject to russification. They are prohibited from speaking Ukrainian and fed Russian propaganda.

Thanks to the work of a squad of Humanitarian investigation laboratory researchers at Yale University who analyzed information in public access (including maps, satellite photos), hundreds of kidnapped children were tracked and allowed to return, reported the journal. The squad collaborated with the programme “Let us reconstruct the children of Ukraine”, established by the president of Ukraine Volodymyr Zelenski.
The suspension of funds for this squad is part of a broader task to cut the national administration's budget and frost abroad aid behind which is Elon Musk, billionaire and U.S. President's advisor Donald Trump. According to US Secretary of State Marco Rubio a fewer days earlier, the Washington authorities have already closed 83 percent of the USAID programs, the United States' main aid agency.
