Tough conditions

Last week, KO presidential candidate Rafał Trzaskowski called on the government to start work on a change of law so that benefits specified as 800 plus are paid to Ukrainians only if they live, work and pay taxes in Poland. He argued that specified a proposal was sensible and beneficial to the country.

The head of the Ministry of abroad Affairs, Tomasz Siemoniak, asked about this proposal, stated that it was right. He added that he had been talking about this in the ministry since the fall, and that work on it began in December. He besides stressed that president Trzaskowski, who manages the city with the largest number of Ukrainians in Poland, sees this problem.

The proposal initially gained no support among members of Donald Tusk's government and was even ignored. As the media reported, the Ministry of Family, Labour and Social Policy did not plan to start work on changes in household 800 plus. In the end, Prime Minister Donald Tusk himself had to intervene.

Like taxes, only in Poland

Siemoniak explains his position:

We see the specificity of migrants from Ukraine, namely that they go to Ukraine, go to another countries, and I think that it is truly a request that those who pay taxes in Poland have social and wellness insurance, is not an excessive demand.

Siemoniak stressed that the state offers support to people who, for various reasons, specified as disability, cannot find work. He pointed out that unemployment benefits and jobseekers were available and that the government would find a solution to these peculiar situations. The Minister besides assured that Rafał Trzaskowski's proposal would be discussed at a gathering of the government. He called for separation of emotion from politics, adding that this should not become the subject of an election campaign.

He besides said that the Ministry of abroad Affairs will be the leading department in this matter, as he deals with foreigners in Poland, but added that the Minister of household and Labour has the right to address the issue of social policy and the 800 plus programme.

The Minister of Family, Labour and Social Policy stressed that there is not yet a ready draft bill, and the 800 plus programme is aimed at children. She pointed out that from 1 September 2024 all children from Ukraine surviving in Poland will be subject to a school work in Polish schools, and families can receive benefits of 800 plus and Good Start if children attend Polish educational institution.

Deputy Prime Minister Władysław Kosiniak-Kamysz besides supported the changes, with the exception of students of the highest class Ukrainian education strategy in the school year 2024/2025 who do not gotta go to Polish schools and can proceed teaching online. Kosiniak-Kamish besides expressed his desire to destruct the "social" for Ukrainians, indicating that specified benefits are charged to the budget.
