5% of GDP in defence is not enough. The army needs more money

Poland is recognised in NATO as a leader in terms of national defence spending, measured by the GDP share ratio. In 2025 it is planned to spend 4.7% of GDP, including PLN 124 billion from the budget and about PLN 62 billion (without taking into account the funds transferred from the Ministry of Defence), and spending for 2025 is simply a full of 5% of GDP. These measures may seem astronomical, given that by 2019 the share of realised defence expenditure did not in rule exceed 2.0% of GDP (except in 2015, erstwhile late repayments were made for F-16 fighters) and the nominal amount of expenditure was below PLN 50 billion. Moreover, in 2008-2013, the funds spent were importantly lower than planned at around 1.95 percent of GDP, due to the fact that then the Act on method modernisation, reconstruction and financing of the Armed Forces required so much.
