German services classify 410 people as muslim Gefährder, or possible perpetrators of severe violence. Following an alleged muslim assassination during Berlin's Christopher Street Day, Interior Minister Alexander Dobrindt demands preventive detention and electronic bands. It is the right of families to safe streets and, at the same time, the work of the authorities to guarantee that any regulation of freedom is justified and controlled.

Dobrindt's proposals require legal debate, but the diagnosis itself is clear: passive hazard management is over. Europe needs safety based on facts, law and responsibility, not spells.
