Local governments will receive another money pool for road investments. To municipalities, powiats and cities, within the Government Road improvement Fund (RFRD), it will full PLN 3 billion. Government funds will be donated to the establishment and renovation of thousands of kilometres of local roads. Thanks to these investments, road infrastructure becomes modern and safe. The RFRD complements the national network of expressways and motorways. This is how we make a coherent and integrated transport strategy across the country.
New backing in 2023 under the Government Road improvement Fund




In 2023, support from the Government Road improvement Fund will include municipal and region roads. The full value of RFRD funds for the construction, reconstruction or renovation of region roads and municipal roads in 2023 is PLN 2.6 billion.

The Government Road improvement Fund besides supports Urban investment – We will donate backing close PLN 400 million. The funds will be allocated to 18 investments in cities under the laws of the district. Additional money will go to Warsaw, Krakow, Gdańsk, Szczecin or Katowice.
The grant will include:
- construction, expansion or modernisation of roads;
- improving road safety;
- modernization of pavements.

Billions of PLN for local governments for road investments
For years we have taken care of sustainable improvement of all parts of Poland. Our aim is to improve road safety and to systematically increase the attractiveness of further areas for fresh investments.
“Every municipality, all man is equally crucial to us. We want everyone to have the chance to get fresh investments. We want to level the playing field," said the head of government.
Since 2019 – erstwhile we created the RFRD – built, expanded or upgraded more than 18,000 km of local roads. It is more than 5 times the border area of Poland – Prime Minister Mateusz Morawiecki stressed. Local governments, for a full of nearly PLN 13 billion, carried out more than 12,000 tasks on municipal and region roads.
Only in 2022 under the Government Road improvement Fund we allocated PLN 2.73 billion for the implementation of 2 328 tasks, including:
- 630 county,
- 1 698 communes.
This is the construction, reconstruction or renovation of 3,800 km of roads:
- 1,950 km district,
- 1 850 km of communes.

Government National Road Construction Programme – over 2,500 km of further sections of motorways and expressways
The Government Road improvement Fund is not the only support for improvement of road infrastructure in Poland. In December 2022. We adopted the Government National Road Construction Programme by 2030. (with a position until 2033).
RPBDK expects to carry out road investments in national roads, expressways and highways. In total, for the implementation of investments, We will allocate PLN 294.4 billion. It is the largest road program in the past of Poland.
As part of the construction of the most crucial road arteries, we foresee, among others, the creation of sections specified as:
- S5 expressway at Sobótka (S8) – Świdnica – Bolków (S3),
- S6 expressway Western road bypass of Szczecin,
- the S8 expressway to Boboszów (country) – Kłodzko – Wrocław (Magnice),
- S16 expressway at S61 (Ełk) – S19 (Bialystok),
- bypass of the Warsaw agglomeration within the A50 motorway and the S50 expressway,
- S12 expressway at S74 (Kozenin) – S8 (Lower South).
