2025 on construction

polska-zbrojna.pl 3 weeks ago

A year ago I wrote the first column of construction, wanting to draw readers' attention to how many fresh investments in the military are being made. Now I decided to sum up the past 12 months, checking what soldiers managed to take over, what investors contracted and the construction of which facilities they failed to order.

In the end of the year, the military should collect about 1 100 facilities – fresh buildings, as well as renovations, which were the subject of tenders from 2023 to 2024. The projects carried out by the Investment Facility of the North Atlantic Treaty Organisation in favour of 18th Mechanized Division In Siedlce. ZIOTP picked up and passed on to users a fresh road strategy of barracks with underground networks, a car wash, a fuel station, a method equipment park, a large repair workshop of vehicles with their control station, warehouse and social-sanitary facilities.

In addition, the Regional Infrastructure Board of Lublin for the same divisions 18 DZ received and transferred in usage the camp (camp halls and containers) at the camp in Nowa Dęba and the administrative and workshop building, 3 barracks, 3 multi-branch warehouses in Biała Podlaska. Lublin management besides reported the completion of the construction of a method equipment park for 41 School Aviation Bases in Dęblin and 4 garage buildings with accompanying infrastructure, as well as car wash of caterpillar and wheeled vehicles in Chełma.

In turn, Szczeciński RZI finalized the receptions and put into service a kitchen-table for 2000 people in the Konotop camp on the Draw Camp; the facilities for 12 Bases of Unmanned Air Ships in Mirosławec (operational and office-stack buildings) and the renovated office of the gendarmerie branch in Szczecin. RZI from Wrocław donated 2 garages for 56 Leopards of 2PL to the armory in Świętszow.

RECLAMA

The Capital Infrastructure Board has almost completed the construction Warsaw conflict Museum In Ossow. RZI in Olsztyn transferred to sub-units in October 1st Legion Infantry Division temporary container camps in Wiełbark and Ełk and 2 rebuilt buildings in Łomża, which houses a repair workshop for caterpillar vehicles and a repair workshop for exhaust-electric units. The curious thing I sacrificed separate textwas received in Liman barracks put in the form of a private-state partnership for 1 of the battalions of the 11th Malopolska WOT Brigade.

This year the rectors of the ministry universities enjoyed little success. The Naval Academy took over from the contractor a fresh multi-purpose building (training rooms, accommodation for 200 people, kitchen, canteen with method and warehouse facilities), and the Military method Academy was enriched with so-called. micropolygon – a teaching shelter, endurance investigating hall and bomb training site.

Ordering with obstacles

The plan was spectacular. For national and allied investments (NSIP and EDCA programmes), including renovations, the Ministry of Defence decided to spend PLN 7.5 billion in 2025. As with the plans, despite the ambition and consequence to the difficulties encountered, all ideas failed. For example Military Property Agency alternatively of 10 flat blocks, she ordered the construction of three, in Dziwnow, Chełm, Zamość. She did not launch – in the order plan – tenders for building blocks in Ciechanów, Orzysz, Drawsko Pomorski, Ełku, Warsaw, Gdynia (a full of about 200 apartments and boarding quarters).

The investment in the capital was discontinued, while for the blocks in Ciechanów, Drawsk and Ełk the agency only ordered method and cost documentation, which it expects to receive in the fresh year, as well as documentation essential for building blocks in Gdynia, Jarocin, Śrem, Łask, Toruń. The good news is that shortly there will be a tender for building a block for military families in Nidzica, and for the fresh boarding home in Lublin in 2026 a paper is planned, with the possible of launching the construction in 2027.

In a group of military hospitals, contracting fresh buildings was best done by management Military Medical Institute. The infirmary ordered a fresh rehabilitation clinic, an extension of the gastroenterology clinic and a reconstruction and expansion of the prosector. On the other pole was located 7th Naval infirmary in Gdańsk – the directorate of the facility did not launch any of the 4 crucial tasks (for the construction of a fresh clinic, the thermomodernization of 10 buildings, the construction of a fresh office of a tropical and underwater medicine clinic and the construction of a intellectual wellness centre).

In fresh weeks the order cell has been activated 5 Military Clinical Hospital in Krakow – she managed to contract the reconstruction of the multi-purpose building, but the tender planned for 2025 for the reconstruction and expansion of the clinical building (for about PLN 130 million) can be decided at the earliest in late January 2026. On the another hand, the contracts from the 4th Military Clinical infirmary in Wrocław did not launch a tender for the building for oncological care (a task for over 80 million PLN).

Świdwin, Nowa Dęba, Ciechanów were the largest investment squares in the past year. For 21 Tactical Air Bases AMW Sinevia only ordered construction for over PLN 650 million gross after 1 January. For the 18th Artillery Brigade, the same company launched 14 tasks worth about PLN 500 million gross. For the Command of the 1st Legion Infantry Division Sinevia ordered investments worth about PLN 200 million gross.

The Capital Infrastructure Board managed poorly with the tenders. There was no commissioning of specified crucial tasks as: construction of an operational and training building for the Operational Command of the RZZ, a staff-coach building, warehouses of materials, a garage for Abrams tanks, a park of method equipment, guardhouses and fences in Sulejówek (worth about PLN 450 million gross) and an expansion of the warehouse base in Pomiechowek (for PLN 200 million gross).

After 2 years of moving by RZI Lublin, a tender for the construction of a method equipment park for 18 Anti-Aircraft Regiment in Sitańcu-Wolicy (4 garages, PST building, 2 maintenance and repair workshops, fences). The board postponed the deadline for submitting tenders respective times until the end of the word of validity of the construction licence (just 2 years) and had to cancel the procedure.

The investment momentum was lost by the Military Board of Infrastructure from Poznań – it failed to launch respective tasks worth PLN 130 million gross by cost. He besides failed to appear the contractor of the training block for Abrams centre in Biedrusk (worth approx. PLN 200 million gross) – 22 companies and consortia were curious in the limited tender, which had to lead to complications.

Preparation of foundations

On the another hand, RZI Olsztyn has chosen a company to plan and build in the Magistrates in Warmia-Masurian state infrastructure for the company of the recently formed 37th Radiotechnical Battalion, which will possibly implement in 2027 the Aerostat from the Barbara programme. The next 3 posts should be formed at respective months intervals, but only 1 of them, in Podkarpacie, is under construction.

Military universities besides have modernisation plans. The Naval Academy has decided an architectural-urbanist competition for the concept plan of the land part Academic Centre for Maritime Training - AMW Babie Doły. The documentation is due to be ready by June 2026, then a tender will be issued for the selection of the contractor and work may begin in the field at the end of the year. Military method Academy commissioned construction of a modular container scope with connections (for almost PLN 40 million), but it delays construction Training and investigation Centre in Zegrzu – she did not order (proposed in 2024) the improvement of plan and cost documentation.

In the Academy of Land Army there are inactive large investments – in Szklarska Poręba there is to be modernised university, mountain training center ‘High Stone’, in Żagań there is to be a AWL out-of-town campus, and in Wrocław themselves hope to build a university swimming pool. I hope that RZI in Lublin will be pleased by the students of the General Aviation advanced School if it elects a contractor to build a fresh boarding school for the school in Dęblin.

Investments for training and operational units are promising. For Centre for Artillery and Armed Forces In Toruń, the building is to be ordered to home the Haubic K-9 and Krab tower strategy trainers and the Cancer mortar. In Duszniki-Zdrój the construction of a barracks building for Mountain Infantry Training Centre. Documentation will be prepared to let fresh facilities to be built at chopper airports in Nowy Glink and Inowrocław.

I besides foretell the launch of a comprehensive modernization of the barracks in crane. The construction of a temporary container camp with infrastructure for the fresh artillery unit will begin in the Susz close Iława. Further investments for squadrons will be launched in the air bases in Minsk Mazowiecki and Swidwin FA-50PL fighters. In Siemirowice, the hangar contractor for SAAB 340 AEW aircraft may be able to enter the construction site.

Of course, delayed investment tasks from the plan for 2025 will be postponed to a fresh year. I'm certain those that are inactive considered priorities. This should be peculiarly the case for fixed logistics facilities, including weapons storage, in connection with the beginning of supplies of fresh missiles, missiles and bombs. There should besides be fresh tasks for American and allied strengthening forces. According to budget measures, in 2026 the Ministry of Defence wants to spend as much as PLN 7.85 billion on the expansion of infrastructure. I look forward to what the fresh year will bring with curiosity. There will be something to compose about.
