12 u.s. entities added to the list of export controls

The Chinese Ministry of Commerce announced on its website as follows

“In accordance with the applicable provisions of the Export Control Act of the People's Republic of China and the Regulations of the People's Republic of China on the control of exports of dual-use items and another laws and regulations, and in order to defend national safety and interests and to comply with global non-proliferation obligations, The Ministry of Commerce has decided to place 12 US entities, including U.S. Photonics Corporation, on the list of export controls (see Annex) and take the following measures:

I. Exports of dual-use items to the above 12 U.S. entities are prohibited; the corresponding export activities should be immediately discontinued.

II. if exports are truly essential under circumstantial circumstances, the exporting entity should apply to the Ministry of Trade (MOFCOM).

This announcement will be formally implemented from 12:01 on 10 April 2025.

What companies are listed and – more importantly – what do they do?

1. American Photonics: Specializes in the production of CO2 laser lenses, silicon mirrors, optical components, utilized in laser cutting and engraving systems.

2. Novotech, Inc.: provides optical components specified as spherical and aspherical lenses, wafers from materials specified as german, silicon or gallium arsenic, utilized in optoelectronic systems.

3. Eschodne: maker of advanced radar based on metamaterial technology. Their products are used, among others, to detect drones, defend infrastructure and borders.

4. Marvin Engineering Company, Inc.: provides systems for the handling and release of air weapons: rocket launchers, dusters, tanks, etc. It has served American military aviation since 1963.

5. Exovera: a company specializing in data analysis and AI solutions for safety services, troops and law enforcement. It offers operational and intelligence support tools.

6. Teledyne Brown Engineering, Inc.: is active in the production and engineering of defence, space and energy systems – including submarine, satellite and atomic solutions.

7. BRINC Drones, Inc.: provides tactical drones specified as LEMUR 2 and communication systems for usage in police actions

8. SYNEXXUS, Inc.: offers network and integration solutions for military tactical vehicles, combat management and real-time data systems.

9. Firestorm Labs, Inc.: a fresh company developing modular 3D printed drones. It focuses on flexibility and fast implementation of fresh types of combat machines.

10. Kratos Unmanned Aerial Systems, Inc.: known for its advanced tactical military drones. It produces UAS platforms for high-risk missions and automated support for armed activities.

11. Domo Tactical Communications (DTC): provides wireless communication systems, data transmission and mesh network systems for the military, peculiar forces and order services.

12. Inside, Inc.: a subsidiary of Boeing, producing UAVs (unmanned air systems) specified as ScanEagle – utilized for surveillance, reconnaissance and naval operations.

Yesterday, April 9, a ministry spokesperson stated that:

“In order to defend safety and national interests and to comply with global obligations specified as non-proliferation of weapons of mass destruction, the Ministry of Trade (MOFCOM) issued a declaration of 12 U.S. entities being included in the list of export controls and the ban on exports of dual-use items to them in accordance with the applicable provisions of the Export Control Act of the People's Republic of China (PRC) and the Regulations of the People's Republic of China on the control of exports of dual-use items. They shall behave in a manner that may endanger the national safety and interests of China, and no export operator shall infringe the above provisions.
