100,000 pensioners are waiting for the promised "backward valorisation". But there's a problem

About 100,000 seniors have an unfairly calculated witness and thus receive little money from the Social safety Office. And it's not a penny issue, but in any cases it's up to PLN 400. This is about to change soon, due to the fact that they're gonna get a compensation for the erstwhile years. Justice is to be served, but not entirely, due to the fact that the rulers are arguing over... money.


Almost 100 000 people in Poland who retired in June 2009–2019 received underpaid benefits. The reason was a mistake in the algorithm that omitted quarterly valorization. As a result, their pensions were lower than 200 to even 400 PLN per period compared to people retiring earlier, e.g. in May.

Thousands of pensioners get lower benefits through a strategy error. This is about to change soon.

This is, in short, unfair and unconstitutional. The problem was partially corrected in 2011, due to the fact that only fresh pensioners benefited. Those who had already retired in June were not covered by the algorithm amendment.

Therefore, the government plans to introduce the alleged retroactive valorisation – ZUS is to convert benefits as if "June pensioners" had submitted a pension application in May. The bill is to enter into force on 1 January 2026, and the first payouts with compensation are to be paid from April.

"Ministry of Agnieszka Dziemianowicz-Bąk, however, wants the state to pay the compensation charged from 1 July 2025. Why from that date? It was originally planned that the conversion of June pensions would take place from July. However, in view of the fact that ZUS might not have implemented this improvement in time, it was proposed that regulations should enter into force six months later – with the warrant of compensation payment" - says "Fact".

There was a problem (of course) of a financial nature. Recalculation of benefits is inactive certain, but it is possible that compensation will only apply next year. The fresh text of the task assumes "disproportionately advanced costs in the first year of entry into force of the Act, i.e. 50% higher than in subsequent years".

"These expenses were shifted to another 2026 in which the expenditure shown in the impact assessment already covered the full 12 months. The Ministry of Finance opposes the increase of the costs resulting from the task by an additional PLN 140 million, i.e. the compensation of recently converted pensions for the period from 1 July to 31 December 2025" - explained Deputy Minister of Finance Jurand Drop.

According to the Ministry of the Family, however, this provision in the Act is necessary, due to the fact that otherwise "June pensioners" would lose on average about PLN 1400. I want everything clear at the government gathering on Tuesday.
